The article 11 ( 4 ) of the Protocol SPAW specifies the criteria to be fulfilled in order to modify the Appendices and provides that a Party can propose new species in the Annexs provided that this proposal is supported by the reference documentation and whether it is realized according to the guidelines and criteria adopted by the Contracting Parties to the SPAW Protocol at COP8.
These guidelines are the result of the work and consultations of the Ad hoc working group which was re-established further to the COP 8. They are based on the article 11 (4) and on the procedure approved during the COP 3 in 2004 (also attached). These guidelines were transmitted for examination by the Parties and the observers during the 7th meeting of the STAC (STAC 7) of SPAW before their possible final adoption at COP9.
